Hourly Wage: $29.95 - $35.94

NATURE OF WORK 

Assist in the compliance of the City of Rockford’s stormwater permit required under the Clean Water Act and other stormwater related items.   Serves the public with responsible technical work in the survey, design, and inspection of civil engineering construction projects, industrial facilities and other stormwater related infrastructure for compliance with the Clean Water Act and City ordinances, and serve the public with technical customer service, as well as technical and non-technical permit processing. 

DISTINGUISHING FEATURES 

An employee in this class is responsible for assisting in the administration of the City’s Stormwater Management Program.  Under the direction of the Stormwater Managers, the individual conducts customer service related tasks in the stormwater field.  This position includes stormwater inspections on public and private projects and properties and ensures that work within the City’s right-of-way is in accordance with City standards.  An employee in this class is also responsible for preparing accurate inspection reports and providing the results of those reports to its customers.  Employee in this classification will provide excellent customer service.  This classification is distinguished from the Engineering Technician by the higher level of difficulty and diversity of the duties performed, and by complexity and scope of the work assigned.  An employee in this class must have good knowledge of the City’s Stormwater Master Plan, ordinances and permitting requirements. 


ESSENTIAL FUNCTIONS (These essential duties are only illustrative.) 

Completes erosion and sediment control inspections of public and private construction projects for compliance with ordinances, plans, regulations, specifications and standards; review inspection results with project managers, contractors and utility representatives. Compile required documentation and prepares related documents to meet reporting requirements of City permits and programs.


Performs other stormwater related inspections (industrial high-risk runoff inspections, illicit discharge inspections, detention basin, creek and outfall inspections) for compliance with the City’s NPDES permit.


Assists in the collection of water samples from stormwater systems for water quality analysis and reporting needs.


Assists with field surveys, collects and analyzes technical data and designs for stormwater related projects.


Provides customer service support to citizens, elected officials, consultants, and City departments in accordance with Stormwater Management and drainage inquiries.


Assists with field surveys; collects engineering data using electronic and standard surveying equipment; uploads data into computer for review and analysis.


Collects data to, maintain and updates current GIS database.


Inspects construction sites in progress for adherence to plans, specifications and standards; may conduct tests on construction materials; coordinates construction activities with contractors and utility representatives.


May inspect streets during winter months and verifies snow removal and compliance with odd/even parking requirements.


Attends public meetings and provides information regarding stormwater related programs and projects.  Provides technical information in response to inquiries; investigates and resolves complaints.


Maintains records and files in an approved format.


Maintains and updates all electronic files related to the stormwater management program.


Investigates complaints from citizens, city officials and City employees regarding stormwater management, public right of ways; conducts field inspections and determination if a violation of an ordnance has occurred.


Performs related duties as assigned or directed.


Maintains reasonable and predictable attendance.

SUPERVISION RECEIVED 

Work is performed under general supervision of the Stormwater Manager, or other administrative superior with some latitude and independence in carrying out tasks and assignments to completion.  Work is reviewed through reports and meetings for timely accomplishments of tasks, for overall results achieved, and for adherence to construction design, specifications and standards. 

SUPERVISION EXERCISED

Supervision is not usually a responsibility of positions in this class. An employee may assist in orienting and training new employees, or may supervise one or more engineering interns during the summer months.  They also may supervise co-op students using GIS applications for data collection and field verification.  They may also assist in training a current employee in the use of GIS, answer GIS related questions or aid in problem solving using coded applications and GIS analysis applications.  Employees may provide training, technical assistance and advise regarding assigned areas.


WORKING CONDITIONS & PHYSICAL DEMANDS


Work is performed in an engineering office and at various survey and construction sites throughout the city, and frequently requires employee to work around moving construction equipment and moving vehicles.  Work exposes employee to traffic, noise, vehicle exhaust fumes, dust, dirt, and weather extremes.  At times the employee will be required to perform work over rough terrain including walking in creeks and drainage ways within the City.  Work activities require frequent sitting for long periods of time, standing, bending, squatting, walking on uneven ground, lifting and carrying objects weighing over 50 pounds, reaching in front of body and stretching overhead, using hands and fingers to operate survey equipment, computers and vehicles.


SUCCESS FACTORS (KSAs)

 

Knowledge of the civil engineering design principles and practices.


Knowledge of construction methods, principles, practices, and materials associated with the design and construction of engineering projects.


Knowledge of Engineering Design Criteria Manual.


Knowledge of land survey methods, principles, practices, and equipment is beneficial for this position but not required.

                          

Knowledge of drafting techniques, principles and practices, including computer aided drafting is beneficial for this position but not required.


Basic knowledge of mathematics.


Knowledge of Chapter 109, Stormwater Management Ordinance, and all other applicable ordinances related to services and public right of way and as related to Public Works Engineering.


Skill in conducting field surveys, collecting and analyzing engineering data, and developing construction design criteria would be beneficial for this position but not required.


Skill in conducting stormwater and right-of way inspections.


Skill in the preparation of engineering drawings and plans, and in the use of AutoCad, GIS, and related computer software programs would be beneficial for this position but not required.


Ability to read civil engineering drawings and detailed plans


Ability to use GIS Database to generates maps, tables, and queries, and maintains base maps.


Ability to read and interpret construction plans and specifications, to recognize deviations from such plans in the construction process, and to obtain compliance in a firm and tactful manner.


Ability to make mathematical calculations rapidly and accurately.


Ability to present technical information in an effective manner, both orally and in writing.


Ability to keep records and files, and to prepare reports.


Ability to manage multiple assignments of varying complexity and overlapping deadlines.


Ability to establish and maintain effective working relationships with superiors, other City employees and officials, representatives of utility companies, contractors, and the general public.


EDUCATION, TRAINING & EXPERIENCE

 

Possession of an Associate’s Degree in Engineering Technology, Construction Management, Geographic Information Systems, or a related field.  Three years of experience in project design, drafting, construction inspection, or related experience which provides the knowledge, abilities and skills required by the position.  Any satisfactory combination of experience and training which ensures the ability to perform the work may be substituted for the required experience.

NECESSARY SPECIAL REQUIREMENTS

Possession of a valid Illinois Driver’s License.


Ability to obtain IDOT certification of Documentation of Contract Quantities within 1 year of hire as required by the position.


Residency Requirement:


All employees (except Police and Fire) shall reside anywhere in Winnebago County or anywhere within fifteen (15) miles of the Rockford City Hall within six (6) months of completion of their introductory period, department heads and City Administrator shall live within the municipal boundaries of the City of Rockford within six (6) months of their completion of their introductory period.
