NATURE OF WORK
The Medical Response Program Coordinator position is a full-time position that is responsible for developing and implementing the agency’s hospital-based Medical Response Advocacy Project, working on behalf of survivors of intimate partner violence in collaboration with interdisciplinary staff at UW SwedishAmerican Hospital. They oversee the development and operation of the project, including tracking and reporting data and outcomes. The Coordinator will also provide basic oversight and day-to-day management for the Medical Response Advocates on-site. Additionally, the Medical Response Program Coordinator provides information and training on the intersection of intimate partner violence, specifically strangulation, and health care to healthcare providers and emergency medical technicians. They serve on various community committees and task forces representing the healthcare needs of intimate partner violence survivors.
GRANT FUNDING ADVISEMENT:
This position is 100% funded by a grant from the Illinois Department of Commerce and Economic Opportunity (DCEO). DCEO grant funding for the current project will end on June 30, 2025 with an anticipated extension to December 2025. Acceptance of this position shall not be construed as a guarantee of employment beyond the grant-funded period.
DISTINGUISHING FEATURES
The Medical Response Program Coordinator will be responsible for the management, deliverables, and success of the DCEO Grant (“Grant”) as awarded to the City of Rockford, including submission of required data and fiscal reports on time. The Medical Response Program Coordinator will be responsible for day-to-day oversight of the Medical Response Advocates, financial and programmatic reporting on a city and state level, and ensuring compliance with grant award conditions. Work involves significant coordination across multiple City departments, not-for-profit organizations, medical organizations/departments, and community-wide organizations to complete the goals of the Grant.
They facilitate collaboration between healthcare staff, Family Peace Center staff, project team members, and outside agencies and identify and address the educational needs of medical personnel regarding intimate partner violence through training and consultation.
ESSENTIAL FUNCTIONS (These essential duties are only illustrative.):
Identify, maintain, and submit data related to performance measures and standards, additional community-centered performance measures, indicators of success, statistical information, reports, and, records of contact and activities.
Assist the Executive Director, Deputy Director, and project partners in the development and implementation of program policies and procedures.
Preparation and submission of required performance reports and fiscal reports on time.
Ensure program participant files contain the required data and documentation and that confidentiality practices are adhered to.
Develop and implement project-wide staff improvement, training, and self-care framework.
Ensure that programming is infused with trauma-informed principals.
Ensure that Medical Response Advocates adhere to trauma-informed and survivor-driven principles and policies of the Family Peace Center.
Make certain that the Family Peace Center’s confidentiality and information-sharing process is followed by Medical Response Advocates.
Work with the Executive Director, Deputy Director, and project partners to develop a sustainability plan.
Facilitate collaboration between health care staff, team members, and outside agencies serving survivors of domestic violence.
Ascertain intimate partner violence education needs of medical personnel and coordinate and provide in-service training and consultation to healthcare providers on intimate partner violence issues to meet the identified needs.
Ensure all interactions, both within and outside the agency, affirm the value of diversity and respect individuals' gender, class, race, ethnicity, ability, religion/spirituality, cultural identity, immigrant or refugee status, and sexual orientation.
Maintain current, thorough knowledge of issues about intimate partner violence, including their intersections with other forms of oppression and the need for empowerment-based survivor-centered advocacy.
Develop and distribute intimate partner violence materials to patients and healthcare providers.
Assist as needed with accomplishing the goals and objectives of the Medical Advocacy Response Project via other duties as assigned.
Work with the City’s Grant Compliance Officer, guided by the City of Rockford Grant Policy to successfully monitor the sub-awardee’s part of the program, project management, and fiscal accountability.
Conduct 90-day progress reviews.
SUPERVISION RECEIVED
Works under the general and day-to-day supervision Deputy Director and at the direction of the Executive Director of the Mayor’s Office of Domestic and Community Violence Prevention, who reviews work for effectiveness, timeliness, and overall results achieved.
SUPERVISION EXERCISED
The Project Manager will be responsible for day-to-day oversight of the Medical Response Advocates. Additionally, they will conduct regular employee performance reviews for each supervised employee, following the guidance and directives provided by the City of Rockford's Human Resources team.

Thorough knowledge of intimate partner violence and human trafficking prevention efforts and the impact and intersection of community violence, including best practice prevention efforts and strategies.
Comfortable working collaboratively in a fast-paced environment with multiple organizations. Sensitivity to the concerns of partner entities, willingness to receive and use feedback in program design, interpersonal interactions, and policy development.

REQUIRED EXPERIENCE/QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor's Degree in human services, social services, or a related field, along with five years of experience in client navigation and/or crisis intervention, and experience in supervisory or project management roles.
Must have or be able to complete the 40-hour ICADV Intimate Partner Violence Training and other training in confidentiality and mandated reporting within 30 days of hire.
Possess knowledge about local efforts in Rockford to address intimate partner and community violence, as well as the Family Justice Center movement, its purpose, and service delivery model. Familiarity with best practices for supporting individuals experiencing trauma from intimate partner violence, sexual violence, child abuse, elder abuse, or human trafficking is essential. Experience with computer programs and data collection is also preferred.
Any satisfactory equivalent combination of education, experience, and training which ensures the ability to perform the work may be substituted for the required experience.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid Illinois driver’s license.
Residency Requirement:
All employees (except Police and Fire) shall reside anywhere in Winnebago County or anywhere within fifteen (15) miles of the Rockford City Hall within six (6) months of completion of their introductory period, department heads and City Administrator shall live within the municipal boundaries of the City of Rockford within six (6) months of their completion of their introductory period.
