Hourly Wage: $47.15 ~ $56.59



NATURE OF WORK


Serves the public with responsible professional and supervisory work in the design, configuration, maintenance, and upgrade of the municipal water treatment control systems infrastructure and Information Technology (IT) infrastructure. 


DISTINGUISHING FEATURES


An employee of this class is responsible for the management and coordination of the specification, design, and oversight of water instrumentation and control systems. Through subordinate managers and supervisors, this position oversees the performance of the system, installs, troubleshoots, repairs, and optimizes SCADA computers, peripherals, instrumentation, and controls. Decision making and project management for control and instrumentation projects are key performance requirements. Instrumentation equipment troubleshooting, PLC/HMI programming, and evaluation of new control equipment alternatives to support the operations and maintenance of the water treatment systems are performed.


ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)


Manages, coordinates, and performs in-house design of instrumentation and control projects on existing and new equipment for automation and controls 


Develops control narratives, IO lists, well house sites panel view graphic displays and SCADA requirements


Creates site specific electrical drawings. 


Maintains/supports the following water productions components on a I/P network

    Programmable logic controllers' network (70+)

    Variable frequency drives (VFD’s) (30 +)

    Human machine Interface (HMI) (50+)

    Cisco Radio on a Verizon public network (40+)

    SCADA supervisory Control and Data Acquisition 

    Remote door access controls and intrusion alarming (22)


Directs, plans, organizes, coordinates, and evaluates the work of subordinate managers, supervisors, and support personnel; assists in interviews and hiring; assists in addressing personnel issues, discipline, and grievances; develops and implements performance improvement programs.


Assists in the development and implementation of operating policies and procedures.


Assists in development of the annual budget and capital improvement budget requests; confers with the Water Superintendent and other Public Works staff regarding budget amendments and budget problems; assists in monitoring budget expenditures; manages the procurement of equipment, materials and supplies.


Meets and confers with the Water Superintendent and other Public Works staff, consulting engineers, and contractors regarding water division operations. 

Attends meetings with engineering consultants and contractors.


Reviews the work of instrumentation and control providers and other integrators, providing oversight on deliverables and work progress.


Conducts field verifications, calibrations and troubleshooting for instrumentation and control projects.


Maintains inventory control for on-demand emergency supplies


Works with operations and maintenance staff to troubleshoot SCADA system issues and make modifications to the system when needed.


Trains staff on control operations changes due to operational adjustments. 


Troubleshoots distributed control systems and identifies needs for upgrade and expansion to support operations and maintenance staff.


Performs PLC/HMI programing and configuration. 


Configures field devices that interface to the plant SCADA system.


Manages remote location signal communication arrangements.


Assists in development of continuing instrumentation maintenance plans.


Develops control system standards. 


Assists with IT planning 


Provides in-house training on instrumentation and control systems.


Keeps up to date on related new technological developments; meets with software/hardware vendors; reviews technical publications. 


Maintains files and records and prepares reports.



Maintains reasonable and predictable attendance.


SUPERVISION RECEIVED


Works under the general supervision of the Water Superintendent with considerable latitude and independence in making decisions and carrying out essential tasks and assignments to completion. Work is reviewed through meetings and conferences and review of reports for adherence to policies and procedures, for overall results achieved, and for the degree to which the division operations meet established performance goals and objectives.


SUPERVISION EXERCISED


Employee exercises supervision over managers, supervisors, skilled and semi-skilled employees engaged in carrying out the operations of the Water Division. Supervisory responsibilities include assigning and evaluating operational programs, coordinating program priorities, resolving personnel and work-related problems, setting operating standards, assisting in hiring and disciplinary decisions, and performing other supervisory duties. 


WORKING CONDITIONS & PHYSICAL DEMANDS


Significant portion of work is sedentary with occasional walking, standing, and bending. Some travel may be required. Work exposes the incumbent to a number of time-sensitive technical issues that require immediate resolution. Employee is subject to emergency call-out. Computer work requires manual dexterity. Installation or presentation work requires occasional lifting of computer units, monitors, printers and related equipment up to 50 pounds.    


On occasion, employee is required to do field work of both indoor and outdoor environments which exposes employee to potential hazards such as chlorine gas, fluoride fumes, and potential work in confined spaces.


SUCCESS FACTORS (KSAs)


Thorough knowledge of supervisory and operational principles and practices.


Ability to read, analyze, and interpret process and instrumentation control diagrams, narrative descriptions, and electrical schematic wiring diagrams for power distribution, motor control centers, and PLC I/O


Knowledge of industry specific codes such as (NFPA 820, NEC) and understanding of application of instrumentation and electrical devices in hazardous locations


Knowledge of networking structures, operating systems, firewalls, routers, and switches for managing IT service providers


Experience with databases and database management such as maintenance management and SCADA historian is required.


Knowledge and understanding of VFD (Variable frequency drives) configuration and operation.


Thorough understanding of electrical wiring and loop diagrams, including demonstrated wiring practices.


Experience with Allen-Bradley Factorytalk View Studio configuration and programing


Knowledge, understanding, implementation and future upgrade on the SCADA Verizon wireless network.


Knowledge of state and federal laws, rules, and regulations, and City ordinances, policies and procedures applicable to Water Division operations and activities.


Knowledge of budget administration principles and practices.


Knowledge of water production, treatment, distribution and customer service system design principles, standards, and practices.


Ability to delegate authority; coordinate, supervise and evaluate the work of supervisory and support personnel.


Ability to develop and implement operating policies and procedures for the Water Division and to set performance goals and objectives.


Ability to set division operating goals and objectives, and to provide the motivation and leadership necessary for achievement.


Ability to prepare annual operating budget and capital improvements budget requests.


Ability to conduct research; prepare specifications and related documents for the bidding process. 


Ability to successfully manage multiple projects simultaneously, within budget and on time.


Ability to establish and maintain effective working relationships with superiors, subordinate employees, other City employees, City officials, contractors, consulting engineers, utility companies, regulatory agencies, and the general public. 


EDUCATION, TRAINING & EXPERIENCE


Graduation from an accredited college or university with a Bachelor’s degree in Civil, Electrical, Mechanical, or Computer Engineering OR advanced technical training in instrumentation and control systems. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the required experience. Minimum of 5 years prior experience in engineering or technical system management, configuration or management of control systems preferred. 


NECESSARY SPECIAL REQUIREMENTS


Possession of a valid Illinois Driver’s License.


Residency Requirement: 


All employees (except Police and Fire) shall reside anywhere in Winnebago County or anywhere within fifteen (15) miles of the Rockford City Hall within six (6) months of completion of their introductory period, department heads and City Administrator shall live within the municipal boundaries of the City of Rockford within six (6) months of their completion of their introductory period.
