About the Presenter: Dr. Litesa Wallace is the founder of LITE Strategies, a boutique government affairs firm based in Rockford, Illinois. A former three-term State Representative, she is widely recognized for her legislative leadership in expanding access to mental health care, advancing the rights of foster youth, addressing college student hunger and the Learning with Dignity Act. 

During her tenure in the Illinois House, Dr. Wallace developed and chaired the Economic Justice and Equity Committee and served as Vice Chair of both the Human Services Committee and the Committee on Small Business Incentives. She played a pivotal role in extending the historic River Edge Redevelopment Zone tax credit program, contributing to economic revitalization in cities such as Aurora, Peoria, and Rockford. 

Dr. Wallace is also a leading voice in energy and healthcare policy. During her tenure as head of government affairs for Illinois’ largest natural gas utility, she led efforts advocating to integrate renewable natural gas (RNG) into the energy portfolio, helped shape the company’s COVID-19 response strategy for customers, and worked to expand energy access in underserved communities—most notably through initiatives to eliminate energy poverty in Pembroke Township. 

She holds a doctorate in Educational Psychology from Northern Illinois University. Under her leadership, LITE Strategies continues to deliver results for clients across Illinois, securing wins on key legislation.
